(Received July 17, 5.23 p.m ) St. PETERSBURG, July 17. Kxtensive agrarian disorders are anticipated in Southern Russian and Baltic provinces after harvesting, aiwi landowners are demanding protection. The Government's terrible severity momentarily repressed the peasants' outbreak at Kherson. Eleven hundred arrests were made by Cossacks, who cruelly maltreated their prisoners, killing some.
