POWERS OF HARBOUR BOARDS. (Per Press Association.) WELLINGTON, July 5. The Executive Committee of the Municipal Association discussed on Monday last a remit from the Timaru Borough Council, urging combined action to resist any attempt by Harbour Boards to restrict the existing rights of municipalities ta drain surface water and sewage matter into the sea. After distussion the committee restricted the resolution io surface water, and so passed it 3 To-day another meeting of the committee was held to re-consider the matter, counsel instructed by tho Timaru municipality being present.
