Tiie Kniaz Potemkin's crew handed to the Prefect at.Kustcnji a remarkable proclamation addressed to the Powers, delcaring war against all Russian vessels not joining them and promising to respect neutral territory awl vessels. It is believed 2000 shells and half a million roubles arc aboard the Kniaz Potemkin. <
