Taranaki County Council
The monthly meeting of the Tata- I naki County Council was held on Monday. Mr H. Okey (Chairman) presided, and there were also present Crs. Hrown, Hill, Gray, Hopson, Andrews and McDenald. I —Moa Riding.— I Foreman W. Orr reported on spending a good deal of time in patching on Junction Koad, the had weather considerably breaking it up. The contract for Tariki and Mountain Roads had been delayed by bad weather. It was suggested that the old Waipuku bridge should be dismantled and the timber used in repairing other structures.—The report was adopted.
With reference to the alleged unsatisfactory state of Tariki Road the foreman stated that he had omitted to mention that tliore would be a percentage of metal not broken to the required size, owing to it not j having to he re-spread. The report of councillors as to the condition of the road was adopted. The following tenders for supply of 100 yards of stone for repairs were received :—F. Zipimcrmah 2s 3d per yard, J. H, Mageo 2s 4d and S. J. Lowe 2s 2£tl (accepted). It was decided to dispense with Foreman Orr's services, on a mouth's notice, and to rediride the Moa riding, applications to be called for the appointment of two foremen. Foreman J. Walker stated that a flood on June 24 washed out three legs of the Piakau bridge. The timber bad been recovered and it was recommended that in replacing the legs they be removed from their original positions in the centre of the stream to the sides and ratten top beams be renewed. The foreman recommended that 500 yards of metal be laid on Junction Road between Kllerman's and Todd's, as the surface had worn considerably. It was stated 20flyds of metal was required on Mountain Road South, near the old toll house.
The recommendations with regard to the bridge were adopted, and it was agreed to take steps to obtain a loan later on for reconstructing the bridge. With respect to the 700 yards of metal required, the foreman was instructed to keep the roads open with temporary patching, as later on the crusher will be available.
It was resolved (o call the attention of the Sash and Door Company to the damage by the cartage of heavy timber lor them being caused on a portion of the road between Inglcwood and Lepper Road, and requesting an amicable arrangement in regard to repairs,
—Waitara Riding.— Foreman Holmes stated that deck planks on the Waiwakaiho bridge had been repaired where broken. A good deal of time during tne month was devoted to repairing (he roads and 1!)4 yards of metal had been carted and 18 yards from the crusher and 144 yards from W. Cartwriglit on the Mountain and Richmond Roads and 32 from the Waiwakaiho. The contract on Richmond Road had been stopped owing to the wet weather—The report was adopted. —Omata Riding.—
Foreman W. Evctt reported 1109 yards had been carted for tlie month on the Bayly Road metalling contract. It had been necessary to go about four chains beyond Bayly Road and one chain on the breakwater road, and the bad weather was responsible for 30 yards of patching, while 200 yards' extension in the contract was recommended. It was stated a six-inch pipe was necessary to form a proper entrance to Calvert Road, together with a nine-inch culvert on the main road. A portion of the stone wall forming a culvert near Oakura factory had been undermined, and it was suggested that a concrete wall be built at the end. A supply of 200 yards of metal for the breakwater was authorised. It
was suggested to put a-culvert near Mr A. George's property, providing he pays half the cost of labour, and takes the responsibility of turning the water on the land below the property. It was agreed ta-xoiffiimmt*' cal-e with the Road Board in regard to the Calvert Road culvert. The report was adopted. —Egmont Loan.—
The Chairman reported on his visit to Wellington and his interview with the authorities in respect to the difficulty attached lo the Egmont Road loan, the outcome of which was the Treasury's decision to release £2OOO which had been withheld by the Department. Tho Chairman was complimented on the success of his visit, and councillors admitted that the result exceeded their expectations. Mr Heywood (of the Treasury) was accorded a hearty vote of thanks for the assistance he rendered Mr Okey. A copy of the Treasury's communication to the Kgmoni County Council was laid on the table. It slated. "It is clear that under the award your Council has taken over from the Taranaki County Council the liability in connection with the special loan (Eltham Road loan) and therefore as between county and county your Council should have no hesitation in collecting the rates and paying the instalments.. The Colonial Treasurer has been applied to by the Taranaki County Council to appoint a receiver lo collect the rates within your county, and he considers that such an appointment would be likely to cast a reflection upon the financial position of both the Taranaki County Council and your own Council, and consequently he is unwilling to adopt such a procedure except as a matter of extreme recourse."
It was reported that the matter would probably be amicably settled at the ncxtumecting ol -the Kgmoni. Council.
—Miscellaneous.— . The engineer (Mr J. Skinner) reported that Mr Grayling had completed the culvert at Sentry Hill. The maintenance time for the new Waiongona bridge had now expired. The. Treasury forwarded advice notes of £71)3 17s 6d, subsidy paid over.
A subsidy amounting lo £62 10s was also paid on Junction Road. It was decided to make application to the Government for the considerable balance of the amount promised for repairs on the Junction Road from Inglewood to. Tarala, On the motion of Cr. Hopson, it was agreed that the proceeds of vehicle licenses be allocated (o (he credit of the respective wards from which the licenses are drawn.
At the request of (he Waiwakaiho I Road Board a special order was con--1 firmed placing the district road j known as the Leppcr - Carrington Road under the control of the Board. T : Urry, engine driver, reported that- for the month the crusher had worked ISA days, crushing 1151 yds of metal.
An application from the Inglewood Borough Council asking for the right to excavate and lay pipes for water supply along portion of the Mountain Road was referred hack as it was understood a change of route had been decided upon. The .Stratford County Council asked that in the event of the Council not being able to dismantle the old Wsiipuku bridge at present, it be blocked at both ends. It was agreed to instruct the foreman \§ have this done, and also \t,\ Seiiwi off a dangerous place between the two bridges. The Waitara West Road Hoard notified that they are metalling the deviation of Tc Arei Road, and requested the Council to .metal Richmond Road at the junction thereof,—Referred to the foreman with power to act, i
