be required for Ihe laying out of such street, and to cllcct any other works incidental to or in re-> lation to any oi the abova purposes. £7OOO to pay liabilities alreadyincurred and to complete the additions ,and extensions to tliei Waterworks ;ifco pay liabilities already inquired and to complete the w o rk oi lighting tho streets; and public places of tho Borough with electricity, and the supplying of electricity ; and to carry out any other works incidental to or in relation to any, of the above purposes. THE COUNCIL proposes to pledge as security for the loan of £SOOO and the interest thereon a special rate of one penny halfpenny (I'JJ in the £ on the rateable value (on tho basis of the annual value) of all rateable property within the Borough and its revenues, rents, tolls, iasuea and profits, with the exception of all lands takefl, a«(uired, or used for a public abattoir, and a ll buildings, erections, structures and appurtenances now or hereafter thereto belonging, and the revenues, rent, tolls, and profits therefrom, and also excepting moneys received or receivable by way of grant from tho Government. THE COUNCIL proposes that the

first year's interest, all prqliinin'r ary expenses incurred in connection with the scheme for whS'qh the loan Is raised, and the cost of raising the loan, be paid out of the- proceeds ol such loan.
