Prince Nelidoft has been appointed peace plenipotentiary. There arc 54,000 Russians with 300 guns stationed on the outer work's at Harbin, including; 12,000 men and 100 guns at Sungari, 16,000 men and 180 guns a t the railway station and the forts. Miles of trenches have been constructed in various directions, and many mines hare been laid. Router's Chifu correspondent reports that Japan has ordered European and American firms ai Port Arthur to depart -within 40 days.
