Colonisation Scheme.
MR HAGGARD'S JIEPORT. (Received June 22, 9.14»p.m.) LONDON, June 21. The basis of Mr Rider Haggard's report on the Salvation Army colony ' scheme is the raising of a loan guaranteed by the British Govern- ' snent, or with the colonies, for the iptirposd "of acqujrfngl l a nd for coloW suits. It is intended to ask the Poor JLaiw authorities in the large cities of Great Britain to make a per • capita, contribution from the rates for every family of selected 1 colonists, •the Salvation Army or other approved social, charitable, or religioua • organisation to nave the right of selection. Ho lanif titles should be granted until the fcolonists have dis- • charged their liabilities ; and the "possibility of establishing land colonics n the United Kingdom should Tje studied. A National Land Settlements Bill is required to give effect to the scheme. Canada is willing to extend the • land grant, but declines to render, pecuniary aid at present.
