The Fiscal Question.
MK BALFOUR'S POSITION. ( Keopivixi May 29, Midnight.) LONDON, May 29. Mr ltalfour, in a letter in connection with the Whitley election says he "is not surprised that the Radical candidate is a supporter of Home rule, as the Radicals twice tried to dismember the United Kingdom. Regarding the misrepresentation a;l*out the big and little loaf and the return of the days of dear food, he says the Radicals are Mindly indifferent to modern conditions of coiiiincrcc and to the true ideals of Empire, They resort to most unscrupulous appealt and groundless fears. Ho adds : "If the policy of fiscal reform were to result in restoring the conditions! of life"among the workers prevailing bfrfore 1850, it would have no more vehement opponent than myself. When we recollect how much our prosperity depends upon markets for our exports, and how much our greatness depends upon [binding aloser the various parts of the Empire, I wonder lhat even party passion can make opponents so reckless in dealing with great national interests."'.
