Ho 'also showed by reference to charges in other boroughs that the scale hero was very favourable. Or. Wilson pointed out tlw difficulty of discriminating in the charges on a basis of the number of occupants. Cr. Brooking moved that the rate for extraordinary supply of water 1 outside the ' borough should be 25 per cent, higher than charged within the borough.

In reply to Cr. Ewing. the Mayoj said that those residents who had water supply lo their w.c.'s which were not connected with the sewer would ire charged for extraordinary supply. The Mayor pointed out, in reply to Cr. Brooking, that on a business basis it was policy to induce residents outside the borough to use the water by supplying them at a reasonable rate and thus relieve the ratepayers of the borough from the charges of interest. Cr. Brooking contended that unless these extra charges were made there Hover would be a greater New Plymouth.

The motion of Cr. Ilrooking was then put and carried, and the report as amended adopted.
