Sir Robert Stout has a very strong j article in a recent legal review cri'ticising the judgment of the Judicial .Committee of the Privy Council in connection with the appeal in the 'well-known Newtown (Wellington) 'Licensing case. He contends that by its decision in that case the Trivy | Council has constituted 'itself a Legislative body, seeing that the effect of its decision in that case was to | defeat and set at nought the clear intention of the New Zealand Legislature, and to substitute a provision of its own making. He desires an answer to the Question, " Is the • Trivy Council a Legislative body ? " I One noticeable feature about the new electric tramcar which made the j initial run in Christchurch on Saturday was the fact that it < was etfuip'ped with four electric heaters. These '"ccording to the Press) diffuse a .ni£)l warmth iliat it-i'lt I~ A ~««.. ~ n *» forting in c«ld weather. The Stratford Post says the mail train for the south ran into a cow at the Olimie Road crossing on Thursday njorning.
