(Enclosure.) THE BRITISH NAVY. The sensation of the week in Imperial affairs has been the attack ol the Daily Telegraph upon the weakness of the armament of the latest 'battleships of the navy. The Admirlalty has been compelled to issue an 'explanation and has deemed it advisable to show that the attacking I newspaper has exaggerated the .facts. , This, • however, is not the first time 'inefficiency .and extravagance has been ' "exposed, ilr Arnold White, 'than whom there is no greater authority on haval matters, and none inoro jealous of the nation s supremacy as fi nav'al power, has proved the Admiralty's need of practical men "with - modem ideas. During, the past liine years the British' Government has wasted ninety-five millions on the wavy and tho Empire's defence. By' the abandonment recently nf incompetent vessels, Sir John Fisher has effected a saving of throe and a half millions to tho British taxpayer. The proposal to establish " a Scots Portsmouth ■" «t Hosyth is now acknowledged to have been a blunder. Something like £125,000 was paid- for a site' Containing 1500 acres, but Sit John' Fisher put a stop to the further expenditure of live millions on this site. Tf we accept the opinion of Mr White, the expenditure on forts is a wilful waste and there is reasonableness in his objection. Of what use is the fort in the defence of any place unless its amiament is as good as that on an enemy's warship'! And if it were, so long as Britain's navy is Mistress of the Sea, the forts will never be asked to Are again in self-de-fence in any part of tihc King's dominions. It would be bettcn, then, to allow the forts to go to ruin and increase the vote to the navy !>>' the amount necessary to maintain tlhem.
