ARRIVAL OF LOUD SELBORXE. CAPETOWN, May 10. Lord Selborne, who succeeds Lord Milncr as High Commissioner, has arrived at Capetown. SPEECH BY LOUD SELBORXE. (Received May 17, midnight.) A CAPETOWN, May 17. Lord Selborne was cordially welcomed on his arrival here. In replying. to the Mayor of Capetown, he created a most favourable impression, saying he drew encouragement froui the example of his predecessors. He remembered the far-seeing imagination of Jan Van Ktehccck, the founder of Capetown, and of Cecil Jfhodcs, the sagacious statesmanship of .President Brand, and Lord Milncr's indomitable coHrage. With the •help of wen truly deserving of the peace, prosperity, and progress* of South Africa, he would not shirk bis share of their common task the Sovereign had entrusted to liim. General Botha addressed a lueetting of fifteen hundred members of the Hct Volk, Johannesburg, andi declared the Boers would show Lord Selborne they loved order, and would co-operate with him.
