CONVOY OF CARGO IiOATS. UNAVAILING DUPLICITY. (Received May 15, 11.30 p.m.) LONDON, May 15. A .steamer which arrived ul ttulgon reports that two Russian warships, sighted .southwards of Hainan on Friday, convoyed fourteen cargo' boats. All anchored later in Yiilin Hay. The same steamer later passed tho Hussiun squadron, steaming northwards. The liritish steamer Carlisle, which entered inwards at Saigon, declarod a commercial cargo, but SI. Rovler, Lieutenant-Governor, ordered an inspection, disclosing a quantity of war stores. The Carlisle was detained.
