Secreting Bombs. DISCmSISG TEE COUNTRY'S REFORM St. PETERSBURG, May 8. Tho police discovered two large bombs in a workman's hou.se at Lodz. They arrested the workman, his wife, and four men, who were all armed with revolvers. St. PETERSBURG, May 8. The Zemsivos Congress at Moscow, by 127 to 8, 'demanded secret universal sSiffrage. (Received May 9, 11.18 p.m.) The Zomstvos Congress, by 107 to 29, rdcommended the inauguration oi two Legislative Chambers. The National Progress Party, under Mr Shipof?, was outvoted throughout. LEAVE THE CONGRESS. St. PETERSBURG, May 9. M. M. Shipoff and Stakhuvicli, supporters of the autocracy, withdrew from the Zomstvos Congress.
