lAS BETTER SOW THAU LATER. (Received May 3, 9.23 p.m.) LONDON. May 5. Admiral Penrose Fitzgerald has contributed to the Deutche lievue an article describing Germany's hostility to England and the probability of her attacking tho latter in the event of trouble. He expressed the personal opinion that if war must come it is better to break out today than to bo postponed a number of years until Germany is stronger. The article has created a sensation in Berlin.
