Frankley Road Board.

A meeting of the Frankley Koad Hoard was held on Saturduv ut the ollice of the secretary, Mr M. Fleetwood). There were present : Messrs 1C Okey (Chairman). K. S. Allen, C. !{. Abbott, and C. Hilling. >PJtillcaUon was received from the Trensury that the £SOO loan for the Fra lkleigh Park contract would be paiil to the Hoard's credit in the coir se of a few days. The New Plymouth Borough Council forwarded a warrant appointing Mr Kendall, Ilorough Inspector, to act as inspector for the portions ol the district adjoining the municipal boundaries, as previously agreed by 'the Board.

The returning officer reported that Messrs 11. Okey and C. Hilling, being the only candidates for the. two vacancies, hud been declared reelected for thu ensuing year. A circular was received from the Stratford County Council forwarding the copy of a resolution passed setting out (a) The additional rating powers, conferred on local authities by 'the Counties Act Amendment Act, 1903, could not bo exercised in this part of the colony without disastrous results to the great majority of the settlers ; (b) that the enacting by tho Government of a system of graduated subsidies whereby those who rate themselves heavily would receive a correspondingly heavy subsidy, and vice versa, would be moro equitable than increased rating powers.

The Hoard expressed their approval of the resolution, and of the representations to be made to the Premier. Mr R. R. Bayly was given a further extension of time of one month, conditionally upon his working on the Frankleigh Park contract at all times when the weather and road are favourable. It. was decided to hold the annual meeting of ratepayers at the secretary's office at 1 p.m. on Saturday next. The draft balance-sheet was laid on the table. The Chairman reported that ho had arranged with W. Griflin to hrank 100 yards of stone al Hawk's Hill quarry for use on roads genet--ally. A statement was presented showing that outstanding rates amounted to übout £59. It was agreed to take legal proceedings to recover all inks not paid by May 27.
