Lee, civil Lord 0 f the Admiralty, speaking- at Oosport, said that owing to the lessons tuught by tho Russo-Japanese war, tho designs of warships had been considerably aUcrod. The new designs aro ncarinp completion. The first battle ship in accordance therewith, which will be tho most powerful in the world, will be begun at Portsmouth in tho autumn.
