NEW YORK, April .27. Baron Kaneko, Japanese Special Commissioner to the United States, speaking at the banquet to the Hon. Whitelaw Reid, who succeeds the Hon. Mr Choato as Ambassador to London, said the Anglo-Japanese Alliance would preserve the world's peace, prevent tho dtismeuibcrmeut of China, enable Franco and Germany to maintain a foothold in the Fur East, and permit Russia to remain unmolested within her proper bounds—Siberia.
