ALLEGED INCAPACITY
(Received April 27, 11.5 p»m.) LONDON, April 27. The Daily Graphic, in an article headed "The Naval Crisis," says experiments show that 35 of the IB inch calibre, mark 8, wire guns constituting the main armament of lifccn of our newest battleships are incapable of liring ofty full charges. Shells burst in seven out of sixteen similar guns on the Japanese warships.
