APPEAL FOH PUOTF.CTIO.V, (Received April 26, D.17 p.m.) LONDON, April 26. Owing to outrages by Greek-Ser-vian bands, with the alleged conrtivuoco and protection of the Turks, Bulgaria has warned- Austria-Hung-ary and Russia that her efforts in the interests of peace are paralysed, and that sho will not be answerable for conscftuonccs unless the two Powers protect the Bulgarian section of the population.
