Vaillaml emphasised the wish of the Socialist I"arty for France 10 ob- -• nerve tier neutrality. Other Socialists spoke to the same effect. SI. Rouvier, Minisltr for Finance, said the (iovemment was not evading its duty of preserving neutrality. nor will rt, and nothing will be done contrary to that policy. "We shall continue," he added, "to exercise constant vigilance, so that no incident will arise to expose us to the dangers of humiliation."
