The Admiralty refuses to surrender the sailors, alleging they acted in
self-defence. The Czar has extended to Siberia the ZciiiStvos system of 1861. It is under tood to imply that the future National Assembly will not be based on class representation.
DUKE SERGIUS' ASSASSIN, SENTENCED TO DEATH. PLEADS CIVIL WAR. (Received April 19, 9.59 p.m.)' St. PETERSBURG, April 19. Ivan Kolaicff, the man recently cabled as Kennies', was sentenced to death for assassinating the Grand Duke Scrgius, on Feb. 17.. He declined to plead, saying he was not a criminal, but a prisoner taken in civil war. The jury included the Mayor of Moscow, the Marshal and the nobility of St. Petersburg.
DEMONSTRATION AT A FUNERAL. MANY ARRESTS. SEVERAL INJURED. (Received April 10, 10.54 p.m.) St. PETERSBURG, April 19. The funeral of the Putiloff. worker accidentally killed led to a revolutionarv demonstration and a collision with mounted police. Many arrests were made, and some rioters injured. — —
