Taranaki Education Board.
MONTHLY MEETING. Tho Taranaki Education Board met on Tuesday. Mr J. Wade presided, and there were also present Mi's Dougherty, and Messrs Adlam, Faull. Mackay, McDonald, Morton, Monkhouse and Maunder. —Chairman's Report.— " ' The Chairman reported :—" Since the lust meeting 1 have attended to the following matters : Stratford.—After getting Mr Monkhouse's approval 1 made the following appointments, Mr Blanc and Miss Hutcheson assistants, Miss M. C. Mackay second year l'.T. primary school, and Miss M. (). Mackay second year l'.T. secondary school ; and in answer to the advertisement for male assistants on the primary ind secondary staffs received u nuinier of applications which have been iealt with by the Teachers' Selection Committee. Toko.—Miss V. Smith has been aplointed temporary assistant, the ■ :omuiittee not having made any re- * commendation.
West End.—Owing ro the painting , of the school, the committee recom- ' mended it being closed for a fortnight from the 13th insl., and after consulting tho Inspector I granted permission. Extras to the amount of £l2 6s fid I have snnctionod to facilitate the completion of the work. Fitzroy. —The committee having agreed to pay the rates, 1 granted permission for the water to be laid on, and two doors put in at the back of the school at a cost of £7, they having been omitted in the plan. Mangaroa and Maticre.—The Department having granted the sums of £3OO each for the erection of schools etc., at these places, I requested Mr Jennings, M.H.lt., who was going through to try and get sonic information as to the best sites for the
schools. Stanley Road.—Mr Huddkston has been- appointed temporary teacher in the place of Miss Lilley, who has been granted leave of absence. Inspector's Office— I recommend that a gas healer be installed and gas laid on to tin's office. Kohuratahi.—Mrs McCartic having applied for the position of teacher, I directed the- inspector to write to the settlers regarding their promise 1o erect a building for school purposes With regard to the grants for schools at Mangaroa and Matierc, Mr Faull protested against the Education Board being overlooked by tho Government, and communications niado to Mr Jennings, M.H.H. tie was. not opposed to spending the money, but held that the Hoard should have been properly consulted. If anything was wrong in connection with tho locality the Hoard would get tho blame.
The Chairman : Wc had better let the matter remain as it is. If later on there is any complaint about the schools being in tho wxong places we are exonerated. The Chairman's report was adopted, and his recommendations ordered to be given effect to. —Architect's Report.— Tho architect (Mr J as. Sanderson) reported : Salisbury Road.—The school room measures 23ft by 18ft ; some yeurs ago an addition was proposed to be built to this school, but only an addition to tho porch was actually built. Some drains arc required to carry away the waste water from the back of the house, estimated to cost £■4. Painting.—All the painting authorised has now been completed,and that down the coast will be attended to next week. Makahu.—The contractors are making good progress with the work". • Town School.—l think there must be some mistake as the drainage authorised was finished some weeks"before the letter was written. West End and Fitzroy. —The contractors for the West End and Fitzroy schools' renovations are progressing towards completion. Tikorangi.—Two now urinals are required and some repairs to the resiIcnce, estimated to cost £l7. Koru.—New urinals have been erected in place of those recently burnt down. About 30 new posts are required to replace those burnt. It \jjas ngreod that the clause of the report deuling with the Salisbury Road be forwarded to the committee and Department, as bearing out previous representations rogardintr the building. It was resolved that the architect be authorised to complete drainage it Salisbury Road and the improvements a t Tikorangi, and that tho renovation of the fence burned ai tho Koru School bo left in the hands of Mr Adlain for attention.
—Technical School.— It was reported that the plans oi the proposed Technical School at New Plymouth had t 0 the Department and receipt acknowledged. No communication had been received since. —Finance Committee.— The finance commit tee recommended that the architect attend to the defective window at Dudley Road. With reference to matters arising out of correspondence, it was recommended .—Upper Mangoi-ei—That tho committee be, informed that the usual subsidy of £7 10s will be made towards the cost of erection of shelter shed.
Lincoln Road.—That the committee bo informed that the usual subsidy of £lO wi'll bo paid on completion of shelter shed to the satisfaction of the architect.
Tikorangi.—That in answer to the committee's letter of April 8 the architect be instructed to make the necessary repairs to the out-ofiices. Mokahu.—That in answer to Mr W Riddle's letter of March 15 he be informed that tin; Department will not sanction any part of the grant beng used in erecting a loom for the teacher, and that it any accommodation is provided by the board no rent allowance will be made to the teacher. That with regard to the application that the platforms in the school be made moveable, a reply be sent stating that the' Hoard cannot interfere with the plans of the building. Central School.—That the letter of the committee of March 21 asking that a protection be placed round the school to prevent paper being blown under tho building be referred to the architect to report on tho probable cost. i. Stratford Technical School.—The coiniiuttcc recommended the ncceptancii of Lovctt'a tender of £5(5 for the construction of a septic tank, but as the four tenders for the fence are considerably in excess of the I amount granted by the Government they recommended that fre,sh tenders bo called pn a modified spccMcution, and that the Chairman be authorised to open and deal with same Renovations.—The committee recommended that tenders be called for painting, etc., as follows, :—Koru School (and repairs), Tatara School, Dudley Hoad School (mid repairs) - , Egmont Hoad residence (and repairs), at a total estimated cost of £SB 10s.
Oaomii.—That the committee bo granted the, sum of £lO towards the cost of fencing as recommended in Mr Adlum's report. Committee had tried the Post Office Savings Bank and had found it unworkable in a country place. The Committee will ibe Informed that the Board is eitdeavouiing to get the I'ostal Department to simplify the arrangements for Ranking the School Committees' funds. —A Fencing Mattel'. — In reference to a letter from tho Tarata School Committee, it wag decided to ask whether beforo repairing tho fence referred to in their letter, the Committee served a notice io renew or repair the fence, on! Mr Clifford, in compliance with the Foncing Act. —Truancy Cases.— The Norfolk lioud Schoof Committee complained that the truant inspector was- not carrying out his duties strictly enough, und forwarded specific instances of ncglf "t. The truant inspector was called in and explained to the Hoard that several statements contained in tho committee's report wore Incorrect. Air Morton said that though the truant inspector's explanation put a different light on the multcr, the I opinion wus generally expressed oi the inspector's laxity In his duties. No doubt he would accept the hint and be more strict in future.
The Committee's letter was referred to the truant inspector for a written reply. —Central SchoolMr Collis, on bchddf of the Central School Committee, waited on the Board with the ramest that provision bo made for the erection of a conl-shed at the sch 0 01, the previous one having been absorbed in thu additions.—lt was agreed to pay half the costs, not to exceed £4(. —Pupil Teachers.— Regulations with regard to the appointment, qualifications and training of pupil teachers were laid on the ta'ble and approved by the Board. They will be submitted to the Department and put into operation
when confirmed. —Block.— A, letter received from Mr J. E. (iemmell, of Huiroa, with reference lo the purchase or exchange of a section at Ngatimaru, was referred to tho Reserves Committcs for its report. A letter from Mr Hooker, on anOjther lease matter, was also referred Ho this committee, s—Appointments.— The Selection Committee reported having considered the credentials of candidates for tho various vacancies under the Board. Thore were 35 applicants for the position of f.rst assistant, and 14 for that of male assistant at the Stratford High School, three applicants for Vrcti, aiud four for Mangorei. They recommended that the Hoard submit lists to the respective committees as follows :—First male assistant for

Kirkpatrick, headtoachcr, Oakura, to take effect as from May I' 9 ; Mrs Kirkpatrick, assistant teacher, Oakura ; Mr V. H. L. Ixing, teacher, Tongaporutu, as from April SOUi ; Mr J. 11. 80-< cock, teacher, Urutl, as from April 30th. It was resolved to take the usual steps to fill tho vacancies.
