TROUBLED RUSSIA.
SOLDIERS JOIN THE RIOTERS. POLISH AIMS. DETERMINATION FOR A CONSTITUTION ST. PETERSBURG, April 17. Soldiers at Chebjibiusk have joined the ''Hooligans," and are plundering! houses. The demonstrators later attempted to incite the people to the Jews. The disturbance continued, for ihrec days. Troops from Ekaterinburg have ;cen sent to cnicll the disturbance. The recent Barristers' Congress at St. Petersburg adopted their Polish] colleagues' proposal for autonomy :'6r Poland and a democratic constitution with a national legislature, which will send representatives to a central Parliament at St. Petersburg, and no interferences- with Polish rights. The Lawyers' l Organisation, which has 130,000 adherents throughout Russia (including doctors, chemists, teachers, and engineers) is determined to prqvcnt the reactionaries, rendering the Czar's rescript nugatory.
