The Times' St. Petersburg corres.ondent says it is deplorable but i rue that many are against welcomng the defeat of Togo, because il .\ould imply the defeat of hopes of reform. Miss Leotiva, un Anarchist, and a .dative of General Trepoff, was arested among the St. Petersburg terrorists. Two of Trepoff's nieces, also Nihilists, thereupon utleiupted suicide, mc under a train, aud the other, mined Princess Tennichirf, shot herielf with a revolver. Both are in a critical condition. Another version is that Miss Trcpoft betrayed Miss Leotivu, and l'earjd the Anarchists' vengeance. TE LAUD TENURE. PROPOSED COMMISSION. CHURCH REFORMS IMMATURE. (Receiped April 14, 9.23 p.m.) St. PETERSBURG, April 14. An Imperial Rescript addressed to M. Goroiuykine, ex-Minister for the Interior, creates a special commission to discuss the question of land tenure with a view of improving the condition of the peasants. The Cuar concurs with Pobifcdonostoff's opinion that the time is inopportune to proceed with the Holy Synod's .scheme for church reform.
