(Received April 12, J9.12 p.m.) LONDON, April 12. Sir Frederick Pollock, Professor of Common Law at Oxford, read a paper before the Colonial Institute in which he outlined the developments of a scheme for Imperial organisation, sketched in communications to the Times on October 17th, 1904, and February 9th, 1905.
