BARRISTERS' CONGRESS. ADVOCATE A DEMOCRATIC CONSTITUTION. AN EXTREME MEASURE RESCINDED. (Received April 12, 9.27 p.m.) ST. PETERSBURG, April 12. The Congress of Barristers resolved to remove the autocratic regime and to proclaim a democratic constitution on a basis of universal suffrage. A secret ballot resolved to arm the Russians to resist arbitrary administrative acts, but the congress later rescinded the latter fearing to defeat its own object. It is officially unuouncod that the ringleaders of the Caucasus riots have been arrested and order restored.
