THE BYE-ELECTION.
(Per Press Association.) WELLINGTON, Murch 29. Br. Chappie, who was asked to * contest the city ejection, declined to stand. Mr "John Hutchcson, one of the candidates for the city, addressed : the electors to-night. He said he returned to political life full of the belief that the time was now ripe for a change. He was absolutely opposed to Mr Scddon. The citizens of Wellington owed nothing to the Fre- . mier, who had treated them with spite and spleen for years. Mr Hutchcson denounced any attempt to interfere wtth the secular character pf primary education.;
