The Milan newspaper II Sccolo has co'lected a thousand signatures to a jc-ition to the Government usViiig it to offer its mediation with a view to the termination of the war in the Vat East. The Morning I'ost's St. IVtcsburg correspondent says that Russia is prolonging the war in the hope that the Towers will intervene, and that she will thus obtain better terms than would l;c conceded in a straight deal between Japan and Rutsia.
