A GOVERNOR WOUNDUP. THE REVOLT IS SPREADING. (Received March 21, 5».4.-> p.m.) St. PETERSMRG, March 21. Ministers at St. Petersburg are elaborating administrative reforms in Finland with a view to pacification. A young- man named Hcinikka shot and seriously wounded the Governor oi Viborg, Finland. Peasant disturbances in the Katais, Kursk, Minsk, and Samdofl districts are spreading.
