ALLEGED VIOLATION Of CHINESE TERRITORY. DOUBLE FLANKING MOVEMENT. RUSSIANS HOLD GROUND. (Received Feb. 28, 9.15 p.m.) LONDON, Feb. 28. .u „ iter's message states that the Chinese at Niuchwang frtate that a general engagement is in progress all along the line, the -heaviest lighting being on the Japanese right, where General Kuroki is sweeping far to the north and threatening to crumple thd Russians' back on the railway.
A special force is reported to be moving from the north-east against the Russian railway communication with Vladivostok. General Kuropatkin reports that the Japanese are continuing an attempt to turn both his flanks, making a special effort at Tsincehshan, on his right. They are also' {'advancing against Kautielin, with 'the object of turning the Russians' left flank. All attacks on Tangu and Baydaling Pass have been repulsed. Russia has protested agninsit Japan's persistent violation of China's neutrality, especially in marching through Mongolia to get at the rear of the Russian army west of the railway. The third Baltic Fleet coaled off Cherbourg.
BLOCKADE RUNNING. JAPANESE CAPTURE DUTCH LINERS. (Received March li 0.41 a.m.) LONDON, Fev. 28. It is reported from Rotterdam that the Japanese captured near Formosa two Dutch liners carrying contraband.
