(Hcceived Feb. 28, 0.58 a.m.) SYDNEY, Feb. 27. The Premier (Mr Carruthers) says that there-is. a consensus-of opinion among' the Federal members with whom he conversed at the Premiers' Conference that the hundred mile limit should be eliminated from the constitution, thus enabling Sydney to become the Commonwealth capiial.. Mr Heid states that he ffad not discussed the matter with Mr Carruthers. nor had he heard it mentioned in his presence. Mr Carruthers' statement has caused some surprise.
