The Standard reports that 11. de Witte at the Council of Ministers, obeying an injunction to speak; plainly, informed the Tzar that the reforms embodied in the Christmas ukase will no longer satisfy the people. There was nothing to prevent the Czar proclaiming at Kazan Cathedral his intention to invite the 00-operntion of the people in the government of the country. The Council then adjourned.
