The Reichstag Confirms Count Billow's Treaties. BERLIN, Feb. 23. The commercial treaties were read a third time in the Reichstag. The majority congratulated Count von Bulow. Imperial Chancellor, on his success. Herr Posadorosky justified the Government's policy in the agrarian interest. It would foster prosperity, and encourage the rural population to hold fast to the soil. It was a supplementary social policy on behalf of the urban workers, which was intended to restore the confidence they had unfortunately lost in civil society and the Government, as the result of a political and economic struggle. Count von Bulow warmly complii mented Herr Posadorosky, and applauded his speech.
