A LESSON FROM NEW ZEALAND. (Received Feb. 22, 9.25 p.m.) BRISBANE, Fob. 22. • At to-day's meeting of the Navigation Commission the Inspector of Shipping advocated the New Zealand permit system in connection witli the carriage of deck cargo, and said that deck cargo was often carried when there was plenty of room below.
