DISCUSSION IN HOUSE OF REPRESENTATIVES. (Received Feb. 21, 9.11 p.m.) NEW YORK, Feb. 21. R. Baker, representative for New York, a Britisher by birth, has caused a sensation by denying in the House of Representatives that Americans are shocked at the assassination of the Grand Duke Sergius.., Baker cvMed that President Roosevelt wa.7«jiat justilied in condoling with the Czar, while overlooking! the massacre which had shocked. America. J. \V. Maddox, member for Georgia, declared that the Democrats disapproved of both this damnable assassination and Hsi causes, since they did not believe in slaughter. Maddox's remarks were applauded.
