CONCESSIONS TO WAHSAW WOBKERS. St. PETERSBURG, Feb. 20. Owing to the attitude of the .St. Petersburg strikers the Franco-Rus-sian dockyard, the Russo-Ainerican factory, the Nevski Threadworks and several other establishments have been closed for two months. The majority of the strikers at Warsaw, except the iron workers, resumed on the concession of shorter hours and a ten per cent, increase in wagen. Threq-foui'i'hs of the workers of Lodz -are still out on strike. Strikers have stopped the trafficon the Moscow, Rybinsk, and Winda u railways.
