(Received Feb. 20, 0.8 a.m.) LONDON, Feb. 19. General Kuropatkin is reported to be extending and strengthening both flanks, and especially concentrating six divisions at Fushan in from of General-Kuroki's army. The wea.ther is still unfavourable, but the excessive cold will soon be over. The Japanese front extends over forty miles.
