A battalion at Opochka,, in the Government ot l'akov, mutinied when ordered to St. Petersbui'g to assist in maintaining order, and was linally allowed to remain. A special message was delivered during the Grand Dukes' absence, and thus the Czar iirst heard the real truth.
IiORRIIILE ALLEGATIONS AGAINST POLICE. (Received, Feb. 17, 9.17 p.m.) LONDON, Feb. 17. Private letters received here give details of horrible brutalities perpetrated at Mohilefl by the Russian police under the pretext of suppressing demonstrations in the streets. The victims were chiefly Jews. Several girls werei flogtjed almost to death, and a hundred men cruelly injured, many being crippled for life. RECALCITRANT STUDENTS. The students at Moscow University have resolved to iliscontinue their studies, and the medical students at KeilT University decline to proceed to their examinations, in both cases as a political protest against Government interference.
