MINISTER EXPLAINS TENDENCIES OF MEASURE. (Received Feb. 15, 10.4R p.m.) PARIS, Feb. la. The French Minister of Public Worship explains that the bill to separate Church and HState assures freedom of worship, and does not injure rights of conscience.
