The Czar has iCi'erred the scheme Ip a committee of Hipsters. Kokovtvofl recommends a ten fours' day, and nine hours when on n.ght work. He also thinks it feasible to fix rates for an eight hours' day, and to permit manufacturers to work -on holidays so long as they are bound to give their men four free days per month.
