(Received Feb. 7, 12.6 a.m.) St. PETERSBURG, Feb. 6. Four hundred thousand more employees have struct. The ferment in the vicinity of the German frontier is increasing. Hundreds of women and children are daily entering Germany. A ukase has been issued appointing Saburoff president of the Commission to reform the Senate and frame laws for local administration courts. The Commission has been instructed to hasten its labours. The Czar has sanctioned the appointment of a committee, including representatives of the Chamber of Trade and of manufacturers, workmen, and the Mutual Accident Insurance Association to draft a schemqof State insurance of workmen.
