The Admiralty has 'discovered that coal submerged in salt water generates steam more quickly and maintains a higher pressure. The first idea was given by the- stokers' habit of "douching"- the coal to make it last. About a year ago 20 tons of Welch naval coal were submerged in Portsmouth Harbour, and the same amount ,of the consignment was stacked.
