Mr Balfour, speaking at Manches- | ter, said he did not intend to rush 1 the country, whjch was not callpc' upon to decide the colonial aspect ol the fiscal question 1 until two elec tions had passed. When the Colon ial Conference, has drafted a schemi , for the closer fiscal relationship o he colonies and Great Britain thi whole matter will then be referred t( the electors of the Motherland am 1 ?he colonics. Without freedom o action the conference would end ii smoke. "Let the decision when i PQWCS," sajd Mr Bajfour, be a deco sion from which no single part c the Empire can ever be tempted t withdraw, and one which will mar a further step towards the Empire' consolidation."
