A Portuguese Warning. (Received Jan. 17, 11.19 p.m.) LONDON, Jan. 17. The commander of ;u Portuguese gunboat forbade the JSaUic Fleet to coal in Tiger Bay, Angola (West Africa). The Russians thereupon retired. The French Foreign Office states that the Baltic Fleet is not anchored in i Madagascar territory or. waters. French correspondents in St. Petersburg state that the Czar has finally determined not to recall the Baltic Fleet.
