Russia's Internal Troubles.
A Grand Duke's Resignation. (Received Jan. 13, 4.5 p.m.) St. PETERSBURG, Jan. 14. The (> rand Puk'e Sergius n'Liiys under the arrangements tabled on the 28th. The resignation was accepted owing to the seriousness of his illness. The Ministry for the Interior at St. Petersburg will exercise the duties of the Governorship of Moscow until the prefecture is established. The Grand- Duke resigns the Governorship of Moscow, but retains the military command. I'.oulygiune, his assistant, is provisionally governor, but eventually Moscow is to be reduced to the status of a simple prefecture.
