To Be Maintained By Neutrals. m (Received Jan. 12, 10.13 p.m.) PARIS, Jan. 12. Le Temps says that the prolongation of the war imposes on neutrals the duty of neutralizing 'fengerous Incidents. The paper adds That the Anglo-French agreement seems like a guarantee of the world's peace.
