France Maintains Neutral Attit.de. LONDON, Jan. 9. The Times' Paris correspondent shows that ST. Delcasso (French Foreign Minister} is maintaining an unqualified and unimpeachable attitude of neutrality towards Admiral Rozhilestvcnsky, None of tho Baltic Fleet have entered Diego Suarcz, Tamatave, or Majunga. The French cruisers are insufficient to watch the whole Madagascar coast. AN INTERCEPTED ETHERGRAM. WHOSE IS IT? (Received Jan. 10, 10.6 p.m.) LONDON, Jan. 10. The Daily Mail states that tho British cruiser Forte, at Mauritius received on ethcrgram from strange warships in cypher, believed to bo Japanese.
