BOROUGH COUNCIL.

The ordinary meeting of the Borough Council, held lust night, was attended by His Worship the Mayor (Mr I{. Cock) and Crs. Wood, Wilson, Cliff, Brooking., Collis, Fraser, Sledley, Browne, and Ahier. —Objection to Drain.— I Mr A. Mcintosh, of Xnvercargill, forwarded his reasons for objecting ' to the construction of a drain through the strip of land known as tho Taranaki hotel right-of-way. The first objection was that the proposed course was through his private : property, and ho had never given permission to lay tho drain thereon. Ihe objections concluded by stating that through part section 651 would be a better course for the drain, i Mr T. S. Weston, with him Mr C. 11. Weston, appeared on behalf of Mr Mcintosh, and gave a lengthy address in support, of his contentions. lie suggested that a .subcommittee be appointed to confer with himself in order to see whether Mr Mcintosh could not be recompensed for the loss of the land, j After hearing Mr Weston's arguments, Cr. Brooking moved, and Cr. Cliff seconded, that the council decide to proceed with the work as originally planned. j Ihe Mayor said that as regards IMr Weston's argument as to ownership, the council recognised Mr Mcintosh's right, and had therefore given him notice. | The motion was carried unanimously, without debate. —Electric Lighting.— | Mr B. L. Mestayer forwarded a copy of a letter received from the Brush Electric Company, asking for certain information in regard to I their contract. This and other letters relating to the same subject wererefered to the electric liirbtinir committee., Mr J. K. Logan, superintendent of I electric lines, notified that tho license for the electric lighting will be printed and forwarded without delay. The agreement with the Taranaki County Council and the Man- | gorei Road Board in reference to the i use of their roads were approved.— j Received. —Levels Required.— I M>' -fas. Sanderson wrote that he was directed by Messrs Burgess and Fraser to fix the levels of Ctirriestieet in front of Jubilee boarding(house, and from the corner of Gill and Ourrie-streets towards the Huatoki stream. j The engineer was instructed to comply with the request. Weston asked that the levels of Young and Weymouth sti eets bo taken, as he wished to fence and lay drains on his section, i letter was referred to the enginm\ I —Horses on Footpaths.— | In deierence to a communication from the Taranaki Jockey Club, it jwas decided to draw the attention ,of the poundkeejier to the practice of people tethering horses on the footpath in Wakeficki-street. j —Rebate o£ Hates.— | Mr John Handy asktxl for a rebate of rates on a cottage recontly purchased by him on section 1-503, I which was condemned by the inspector, and not occupied since February last. j The request was granted provided ithe town clerk is satisfied the facts are as stated. —Complaint.— Mr Joseph Stevenson, Leech-street, wrote complaining .that Inspector Kendall was partial in his action regarding. cyclists riding on the footpath. | The letter was referred to the inspector,. —Engineer's Report.— The engineer reported that the . wholo of the new mains have been I laid from the pipe head to the town, and he was now engaged finishing and connecting up with existing, borough mains. The contractors for the reservoir continue to make ' good progress. The agents for MesJsrs l'aimer and Co. are busy with -1 the erection of the filter plant, and | this should be finished in a fort- > night. The pipe bridges have been • | finished except the one a t the '.foot of Mill Hoad. The tunnel and ? I intake work is progressing; at the i contractors usual rate. Wood moved that the engineer be instructed to crush metal at once . with his own plant, and report on the probablo cost of the larger scheme submitted by him at last i meeting. Cr. Cliff moved .that tenders be . called for carting 1000 yards of boulders from the river to the crusher site. Cr. Wood moved that the clause referring to the retaining wall be referred to the works committee. These motions were passed and the I report adopted. —Progress Payments.— The engineer recommended pro- • gress payments as follows Pikett and Co. £440 2s, F. M. Grayling £2OO, Jas. Salt £92 15s. ClilT Bros. £l2 ss, L. Bullot £24 4s, \V. Ivnyvett £449 14s Bd, J. Tuohey £27 6s 7d, Tffese were passed. —Deferred.— Consideration of an application bv Mr Newton King for permission to erect an iron blacksmith's shop oil the Harbour Board's reserves in Cur-rie-street was deferred till the next works cominitteo meeting. —Waterworks Filters.— On the motion of Cr. Collis it was decided to write to Mr Mestayer that the engineer reports tho castings for filters at tho waterworks are not tfatisfojptory, —lnspector's Report.— Inspector Kendall furnished a lengthy report on the action he lvad ■ taken in several cases to improve the sanitation of the borough. He had collected' £G for sewerage, arai £2 lodging-house fees overdue. He drew attention to thu lack <>r sullicient public conveniences at the Hecreation Grounds. On Cr. Wilson's motion it was decided to forward a copy of the lost Clause to the Recreation Grounds Board.; The report was adopted. —Notice of Motion,— Cr. Wood gave notice of motion that the resolution regarding Iho end reserve be rescinded. The council rose at 10.25 p.m.
