Mystery of the Recall of Admiral KaznoM. SPECULATION ON THE REASON. ] LONDON, Dec. 31. Mystery surrounds Admiral Kaznakoff's return, hut it is supposed he < is going to report to the Czar as as to the probable outcome of the Commission. The plea of ill-health is ridiculed. The St. Petersburg correspondent of the Daily Telegraph says the appointment of Admiral Kaznakoff to represent Russia on the International Commission: was welcomed as an indication that the search into the : facts of the case would be thoroughly carried out. Admiral Kaznakoff won golden opinions from the mem bers of the Convention of Washington in 1889, which formulated the rules of the road at sea, at which Convention he was Russia's representative.
